The three stages, an overview
Getting a full driving licence in Ireland has three stages:

Pass the theory test, a computer-based test at an RSA test centre. You need this pass certificate before you can apply for a learner permit. See parce.ie/theory-test for everything about how it works.

Get a learner permit, apply at an NDLS office or online at ndls.ie. Bring your theory test certificate, an eye test form, and the required ID documents. The learner permit allows you to drive legally while you practise.

Pass the driving test and get your full licence, after completing 12 EDT lessons with an RSA-approved instructor, sit the driving test. When you pass, apply for your full driving licence at the NDLS. See parce.ie/driving-test for what the driving test involves.

Getting your learner permit
The learner permit is issued by the NDLS (National Driver Licence Service). You must apply in person at an NDLS office, walk-ins are not accepted, so you need to book an appointment online at ndls.ie first.
What you need to bring:

- ✓Eye test form D501, completed by a registered optician within the last 12 months
- ✓Evidence of PPSN, payslip, P60, Revenue correspondence, or similar
- ✓Proof of identity, passport, national ID card, or Public Services Card
- ✓Proof of address, utility bill or bank statement dated within 6 months
- ✓€35 fee, payable at the NDLS office
What the learner permit allows, and doesn't allow
On a learner permit you can drive a car, but with restrictions:
- You must be accompanied by a qualified driver (who holds a full licence for at least 2 years) at all times. The qualified driver sits in the front passenger seat.
- You must display L-plates front and rear.
- You may not drive on motorways.
- You may not carry passengers for reward.
The learner permit is valid for 2 years. You can renew it twice, giving a maximum of 6 years total on a learner permit. After 6 years you cannot renew again, you need to either pass the driving test or resit the theory test to start the process over.
Most people take the driving test well within the first 2 years. The 6-year maximum is there for people who need more time, it's not a normal timeline.
Getting your full driving licence
After passing the driving test, you apply for your full driving licence at the NDLS (online at ndls.ie or in person with an appointment). You'll need your current learner permit and your driving test pass certificate.
The full Category B licence is issued for 10 years and costs €55. After 10 years it must be renewed, same cost, same process.

Converting a foreign driving licence to an Irish licence
If you already hold a driving licence from outside Ireland, what you need to do depends on where your licence was issued.
EU/EEA licences, if you hold a current driving licence from an EU or EEA country, you can exchange it directly for an Irish licence at the NDLS. No theory test or driving test required. Your existing licence is surrendered and replaced with an Irish one.
Non-EU countries with a bilateral agreement, Ireland has agreements with a number of countries (including Australia, Japan, South Africa, and others) that allow licence exchange without a full test. Check the current list at ndls.ie. it changes. If your country is on the list, you exchange your licence directly.
All other countries, if your country doesn't have an exchange agreement with Ireland, you must go through the full Irish process: theory test, learner permit, driving lessons, and driving test. Your foreign licence doesn't exempt you from any stage.

Licence categories explained
The category on your licence defines what type of vehicle you're licensed to drive.
- Category B, cars and light vans up to 3,500kg. This is what most people hold. You can tow a trailer up to 750kg unbraked or up to 3,500kg total weight if you pass the B+E (trailer) test.
- Category W, work vehicles, including tractors and other agricultural machines. Separate theory test and driving test required.
- Category A, motorcycles. Separate theory test and three-stage process (A1 → A2 → A). Progressive access system, you can't go straight to an unrestricted motorcycle licence without time at lower categories (unless you're over 24 and have held an A2 for 2 years).
- Categories C, D, EBS, trucks, buses, and coaches. Professional licences requiring separate tests, medical assessment, and Driver CPC qualification.
If you're only looking to drive a standard car, Category B is all you need.
NDLS, appointments and offices
All NDLS licence transactions require an appointment booked in advance at ndls.ie. Walk-ins are not accepted. Appointments can fill up quickly at busy times of year (especially September and January), book early if you're working to a deadline.
NDLS has offices in most cities and county towns. The online portal at ndls.ie shows current availability across all locations. Bring your original documents, photocopies are not accepted.
